The Liberal Party leader on Tuesday answered questions in a hook-up of around 100 regional journalists and was asked for her response to Cr Thurley's criticism which he emailed to her.
"It's a democracy and everybody is entitled to their opinion, but I think all of us know the deadly nature of the Delta strain and....even short, sharp lockdowns are finding great difficulty in getting rid of the stubborn number of cases," Ms Berejiklian said.
She noted Sydney had locked down with 11 cases but it had escaped into regions despite attempts to protect country areas.
"I'm happy for everybody to express their opinion, they'll be lots of opinions and lots of experts giving us their advice," Ms Berejiklian said.

Deputy Premier John Barilaro said a meeting of the government's crisis group on Wednesday consider whether the regional lockdown would end as scheduled at 12.01am Sunday and communities would be notified of a decision "well before Saturday".
"The idea to go LGA by LGA is something that we can consider but right now because we've got a big footprint where we've got concerns, either by cases or sewage detection or the surveillance around mobility, I still think if we have more LGAs that are affected we would probably look at a continuous statewide lockdown, but we're not there yet."
Ms Berejiklian said she wanted to "relieve pressure on our Border communities as much as we can" when it was pointed out the southern Riverina had long been COVID-free.
"But given where the case numbers are, just because your community doesn't have a case at the moment, unfortunately it doesn't mean you won't in the next few weeks," she said.
Ms Berejiklian added she sought to make "life as easy as possible" for Murray River places by working with Victoria through the NSW cross border commissioner.
