She trusted the man, who cannot be named, to "watch out" for the five-year-old when she went to Services NSW in central Albury to renew her driver's licence.
But as soon as she left, he rubbed the boy's shoulder as he sat on a chair in his unit, causing him to pull away, then began watching a pornographic video on his mobile phone.

Albury Local Court was told in agreed facts put before magistrate Richard Funston on Tuesday that the man, 56, was wearing loose, open-legged shorts, through which the boy could clearly see his penis.
He asked the boy to come over to watch the video with him for about two minutes while masturbating
The man ejaculated and then, using the back of his hand, rubbed the boy on the groin on the outside of his shorts.
The boy told police he fled from the man, who sent the mother messages a month later in which he admitted to what he had done and that he had "become perverse".
The man also told a friend who reported him to police, as did the mother.
He pleaded guilty on Tuesday to intentionally sexually touch a child under 10 and intentionally carry out a sexual act with a child under 10 and will be sentenced on September 29.
The man will be sentenced also on a charge of grooming a child under 14 for unlawful activities.
While the case remains before the Local Court, the charges are being handled by the Director of Public Prosecutions.
The court was told the boy and his brother would chat with the man on an almost-daily basis and "he would sometimes provide them with sweets".
She dropped the boy off at the unit on March 10 about 9.30am and returned about 11am, though nothing was said about the incident.
It was 10 days later that the man told the friend who reported him.
