Of the new cases 49 are linked to know outbreaks and 22 are under investigation.
The Health Department has not yet revealed how many were isolating throughout their infectious period.
22,191 vaccinations were given in the 24 hours to midnight and 46,446 tests were received.
Once they arrived they tested positive to the virus.
The man was not a Wangaratta resident.
IN OTHER NEWS:
"But they were treated as [positive] prior to their arrival and they are currently in isolation," North East Health chief executive Fiona Shanks said.
"We're following all of the appropriate COVID-19 procedures."
As a result 23 hospital staff are in isolation.
Shepparton's COVID cluster has grown to 23 cases. The origin of the outbreak is still unknown.
Up north, Murrumbidgee Local Health District announced a Lachlan Shire resident had tested positive to COVID-19.
