Asked if he would consider implementing more restrictions in light of the growing outbreak, Mr Andrews said "there's not too many more restrictions we can put on".
"Ultimately the thing that will make a difference in bringing these numbers down further is compliance with these current rules and I know it's incredibly difficult," the Premier said.
Mr Andrews said the state did not have enough vaccination to reopen.
He said lockdown was the only option.
"But I just pose a question back to all those people who are frustrated, perfectly reasonably... okay well if you're not happy with what's happening now - which none of us are by the way - what's the alternative?" he said.
"Righto, let's get everyone vaccinated, well I don't have the supply. I don't have enough vaccine to vaccinate everyone or even to get to 70 or 80 per cent next week, it's going to take time. I might be upset about that but it doesn't mean more vaccine turns up because I'm angry that more wasn't ordered last year... that doesn't change it.
"The other option I suppose would be, well we just open it up. We get all of our freedom back and we desperately want it to be over so we pretend it is. Well, we know what that means, it means thousands of people finish up in hospital from all aged groups."
Mr Andrews said compliance with the current rules would drive down numbers.

The Shepparton outbreak has grown to 36 people over eight households.
COVID Commander Jerone Weimar said of the 71 COVID cases recorded in Victoria in the 24 hours to midnight 14 were linked to the Shepparton outbreak.
He expects more people will test positive.
Mr Weimar said 5500 people were tested on Saturday and Sunday in Shepparton.
He said more testing resources were being sent today.
Currently 3753 primary close contacts have been identified, and one third have returned negative tests so far.
Mr Weimar said across the state 14,000 people were currently primary close contacts and 9000 secondary close contacts.
There 613 exposure sites.

Of Victoria's 71 new COVID cases, only 16 are known to have been in isolation for the entirety of their infectious period which is 'very concerning' Victorian Premier Daniel Andrews says.
"16 out of 71 is a significant concern to us," Mr Andrews said.
He said 800 vaccination appointments were available at the Wodonga vaccination hub this week and encouraged residents to book in and get vaccinated.
Of those cases 49 are linked to known clusters but 22 are under investigation.
16 were in isolation for the entirety of the infectious period.
On Sunday, North East Health revealed a man had tested positive for COVID-19 after attending Wangaratta Hospital's emergency department.
As a result 23 staff are in isolation.
Shepparton's outbreak has grown to 23 cases and one case has been diagnosed in Lachlan Shire.

Regional Victoria entered lockdown at 1pm on Saturday, due to the emergence of cases in Shepparton and fears the virus had spread to other towns.
"I know we're looking at what the numbers were as to whether they exceeded (the 50-person limit)," he told 3AW radio.
Mr Patton also said the number of officers injured during a violent anti-lockdown protest held on Saturday has grown to 21.
While eight of the nine officers taken to hospital have been discharged, one remains and is being assessed for surgery for a leg injury.
Mr Patton has described the protest as one of the most violent the city has seen in 20 years, with officers forced to use non-lethal weapons to defend themselves.
