The state government body in charge of the former railway land has been working on a revised master plan with fears the community is being sidelined from the process.
Community concerns have raged since plans were revealed a Dan Murphy's bottle shop was proposed for a key site on Junction Place previously earmarked for a cinema and entertainment complex.
The Dan Murphy's planning permit application is expected to be presented to Wodonga Council for determination in October, but the revised master plan remains under wraps.
Former Wodonga Council director Michael Gobel was closely involved in the formulation of the original Junction Place master plan and feared there had been a "predetermined" position on the updated incarnation.
"We don't need Development Victoria to come up and do a sell job on a new predetermined master plan," he said.
"We need them to come up and genuinely engage with the community to hear its deep concerns regarding the proposed Dan Murphy's development, listen and take into consideration the community's input."
"The community was heavily involved in the original master plan and we need to make sure it is heavily involved in any revised plan." she said.
"When we are talking about the heart of our town those decisions need to be made in our town and not in Melbourne."
Wodonga Council has also encouraged Development Victoria to consult the community on the revised master plan.
