Goulburn Valley Health chief executive Matt Sharp said three cases were recorded in the 24 hours to midnight Thursday.
All three cases were linked and were quarantining but were not detected due to day 13 testing.
"It's good news in the sense we've had a reduced number of new cases today," he said.
Three people are in hospital in Shepparton and nine people have been moved to Melbourne for higher levels of care.
Mr Sharp said more cases were expected to be uncovered as a result of day 13 isolation testing.
More than 5723 day 13 tests were conducted on Thursday which was "terrific" to see, Mr Sharp said.

He said as of 12.20pm on Friday, 2000 pathology results were being processed and 1000 had been uploaded to the system which alerts residents of their result.
Mr Sharp said he was not aware of any positive test results so far, and reminded residents to wait for contact from the Health Department before leaving isolation.
Currently 26 per cent of people in the Shepparton local government area are fully vaccinated and 45 per cent of people have had a single dose of COVID vaccine.
"That's not where we'd obviously like it to be," he said.
Mr Sharpe said he was keen to get that figure to 70 or 80 per cent.
