Minister Pakula said regional businesses will get the first fortnight of additional business support payments.
He said if the lockdown is removed in regional Victoria after just a week, they will still keep the fortnight's payment.
Mr Pakula said the government would be monitoring the situation in regional Victoria.
Chief Health Officer Brett Sutton said the regions were on track for 'some level of easing'.
"We are always alert as should the regions be to the risk that is coming through," he said.

It comes as Victoria recorded 190 new cases of COVID in the 24 hours to midnight Friday.
