The league announced its decision on Wednesday night, with almost a month having elapsed without any play due to lockdowns in NSW and Victoria.
AWFA kept its options open for as long as possible but with the easing of restrictions in regional Victoria still not allowing for community sport to go ahead, those options simply ran out.
"This decision was reached with much consultation with all clubs," AWFA president Mark Leman said.
"Unfortunately the Victorian public health orders released today made this decision for us.
"The management committee have agreed that we will award league champions as of September 8 based on points only.
"If points are equal, there will be joint champions awarded."
That will mean Albury United and Wangaratta will be crowned joint-champions of the senior men's division with both sides level on 37 points.
In the women's competition, Albury United had already won the league championship.
"After a robust discussion, it was agreed that no individual awards will be awarded for season 2021," Leman added.

"The executive would like to thank all our clubs, players, volunteers, referees and spectators for your patience over these difficult times.
"You have all stuck by your clubs and have done your best to keep your club thriving and this dedication should be commended.
"The challenge now is to start building for a better 2022 season and to ensure we get as many of our members back playing the game we all enjoy."
