New Opposition Leader Matthew Guy, who took over the role last week, announced the Liberal Nationals shadow cabinet on Sunday.
Mr Tilley has been named Shadow Minister for Regional Cities (including Border Communities), Decentralisation and Fishing and Boating.
Mr Guy named 22 in the shadow cabinet, along with four assistant shadow ministers.
Member for Euroa Steph Ryan, the Nationals Deputy Leader, is now the Shadow Minister for Water, Public Transport, Gaming and Liquor Regulation.
