The award is open to Victororian-based trainers under-40 with no more than seven racing seasons' training experience.
Brisbourne enjoyed the most successful season of his short training career after training 28 winners.
The 32-year-old Englishman boasted a healthy strike rate of 15 per cent winners and 37 per cent placegetters.
The highlight of the season was the victory of Fontein Diamond in the $250,000 Country Mile Series Final at The Valley on All-Star Mile Day.
Brisbourne was quick to praise his hard-working staff for the stables breakout season after training four winners the previous 12 months.

"It's a big thrill to win the award and recognition for the hard work of not only myself but all my staff as well as the owners," Brisbourne said.
"It's been a lot of hard work since I left Lindsay Park and the stable was either going to sink or swim so I had to put everything into it.
"We have made the best of the horses we have had and are fortunate to have the support of some really good owners.
"We had a lot of the stable that were able to win their maidens early in the season.
"We also had some handicappers in Fontein Diamond, Gorokan Express and Nordic Pride that we able to win four races each."
Former Albury trainer Nick Ryan won the award last season.
