Jarvis Creek farmers noticed a dumped Hyundai about 9am on Tuesday and called police.
One man was arrested at Bethanga and a second man was found hiding in a paddock.
They have been charged and bailed with bringing stolen goods into Victoria and breaching the health officer's directions.

Sergeant Tim Mooney said the actions of the farmers had allowed police to make quick arrests.
The Albury men, aged 26 and 36, will face the Wodonga Magistrates Court on February 15.
