The Victorian government announced on Sunday it was changing all council areas within the bubble, excluding Albury which is in lockdown, to a red zone classification.
That means residents will be free to travel across for daily life, provided they have not been in Albury or outside the bubble on the NSW side.

Victorian Health Minister Martin Foley talked up the move.
"We know that communities along the border have seen a lot of changes to the system, but it's good news that most border residents will be able to use the permit exception that used to be in place - and additionally, many Victorians who have been in regional New South Wales will now be able to come home to isolate in Victoria," Mr Foley said.
The Victorian government's coronavirus travel pages on the internet will be updated from 11.59pm tonight to reflect the change.
