A positive COVID case is under investigation in Moira shire, believed to be linked to the Ballarat cluster.
COVID Commander Jeroen Weimar said work was ongoing to identify the source of the case.
NCN Health Cobram confirmed the positive case was located in Cobram.
The following locations are considered Tier Two exposure sites:

The health service said the Cobram CIVIC Centre car park will be open for COVID-19 testing from 9.30am today. Bookings are preferred, but drive through testing is available.
Two cases are under investigation, one in South Gippsland and one in the Macedon Ranges.
14 of Victoria's 567 new COVID cases are in regional Victoria Mr Weimar said.
Five are located in Ballarat, four within one household.
No new cases were recorded in Geelong or the Surf Coast but there were two cases in Moorabool.
Three new cases were diagnosed in Mitchell Shire.
A case was also recorded in Mount Alexander.

A woman in her 70s from Moreland has died with COVID in Victoria.
Victorian Premier Daniel Andrews said 209 people are in hospital with COVID, 59 in intensive care and 40 on a ventilator.
He said 86 per cent were not vaccinated, 12 per cent were partially vaccinated and just three people were fully vaccinated.
Mr Andrews said vaccination protects lives and were 'our way out of this.'

Victoria has recorded 567 new cases of COVID-19.
There are currently 5675 active cases in the state.
In the 24 hours to midnight, 50,915 tests were received and 39,939 vaccinations given.
IN OTHER NEWS:
MLHD revealed two men and a woman from the Hilltops local government area were diagnosed with the virus late on Sunday.
The new cases are:
- A woman in her 70s who has been transferred to Wagga Base Hospital
- A man in his 40s who was a household contact of a positive case
- A man in his 50s
Yesterday the Victorian government announced all council areas in the bubble, except for Albury, would now be classed as a red zone.
Under that classification residents are free to cross the border for daily life without a permit, as long as they have not left the border bubble or been to Albury which remains an extreme risk zone.
