One person who died was in their 50s, one person was in their 60s, two people were in their 70s, five people were in their 80s and one person was in their 90s.
Six people were from south western Sydney, one person was from western Sydney, one person was from south eastern Sydney, one person was from northern Sydney and one person was from Sydney's north west.
Health Minister Brad Hazzard said Kempsey, Byron Shire and Tweed areas would be locked down due to emerging cases.
It comes the NSW government announces children under 18 will be able to catch-up with each other in groups of three in a concession to families during the school holidays.
The new rule only applies to households were adults are double vaccinated.
Deputy Premier John Barilaro says crisis cabinet agreed on Monday night to offer relief to families after much of the state has endured months of lockdown and home schooling.
Yesterday the state recorded 935 cases, but Premier Gladys Berejiklian warned residents not to read too much into the lower case number.

"Even if case numbers go down we can expect the number of people in intensive care and the number of people who lose their lives to go up because as we've said consistently because we've had a number of cases in the last few weeks people ordinarily get very sick in the second week of the illness and sometimes stay sick for a long time," she said.
