The service station and retail outlet is scheduled to welcome customers on October 21 and create more than 10 new jobs for the region.
It will be the first of up to four Border 7-Eleven stores, but locations are yet to be confirmed for the others.
7-Eleven regional Victoria lead Alex Foley revealed the recruitment process has begun for a store manager, assistant and at least 10 team members.
"We are expecting to open a number of stores in the region in the next few years," he said.

The $3.5 million project will feature a Slurpee zone inside the service station, as well as fresh sushi, sandwiches and Krispy Kreme donuts delivered daily.
