Albury should soon be downgraded from an extreme risk zone to a red zone, after NSW lifted the city's lockdown.
Speaking in his daily press conference Mr Andrews was not aware Albury had come out of lockdown as of midnight last night.
He said given that news Albury 'should soon' be reclassified a red zone.
"We know that that community in so many ways operates as one so its been a very difficult couple of years," he said.
When that change happens Albury residents will be able to travel to Wodonga without a permit for daily life.

COVID commander Jeroen Weimar said 766 was the highest number of cases seen in the state since the beginning of the pandemic.
He confirmed there were no new cases of COVID recorded yesterday in Wangaratta.
Across the state 21 new cases were recorded regionally; one in Ballarat, eight in Mitchell Shire, four in Bacchus Marsh, five in Macedon Rangers, one in Mildura, one on the Surf Coast and one in Bendigo (under investigation).

The Victorian government has announced Victorians stranded in extreme risk zones in NSW and the ACT will be able to return home from September 30 if they are fully vaccinated and provide two negative COVID tests.
The residents will then need to quarantine at home.
Victorian Premier Daniel Andrews denounced the action of protesters in Melbourne, saying that vaccination clinic staff were spat on yesterday.
The Melbourne Town Hall vaccination centre had been forced to close today in light of the protests. They will reopen on September 27.
Chief Health Officer Friedman said the deadline for construction workers to get their first COVID shot is midnight tonight.
Mr Andrews has not yet announced whether Albury will be changed from an extreme risk zone to a red zone.
Should the change occur it would allow Albury to fall in line with the rest of the border bubble and residents will once again be able to cross the border without a permit for daily life.
Earlier today, Member for Indi Helen Haines called on Victoria to increase its density limits in hospitality venues.
"In regional NSW hospitality businesses can have one patron per four square metres inside, and one patron per two metres outside, meaning cafes, restaurants and pubs in Albury will be able to accept many more customers than in Victoria," she said online.
"In Victoria businesses are restricted to just 10 inside and 20 people outside, no matter how big the venue is. It will be a huge blow to our businesses that are already struggling under the strict caps to suddenly be competing with NSW businesses that can accept more customers."
