Deputy Premier John Barilaro said unvaccinated regional NSW residents who are currently not under lockdown, could lose their freedoms when the state reopens at 70 per cent.
PREVIOUSLY
NSW has recorded 787 new cases of COVID and 12 deaths.
One case was recorded overseas.
Of the deaths, six people were not vaccinated, five people had received one dose of a COVID-19 vaccine, and one person had received two doses.
Victoria recorded 705 new cases and one death.
NSW is 60 per cent double dose and NSW Premier Gladys Berejiklian said "we are literally weeks away from having 70 per cent double dose".
It's expected the state will hit 70 per cent double dose vaccination on October 11 and 80 per cent double dose by the end of October.
"It's just this week and next week we have to hang in there," she said.
Ms Berejiklian said there could be as little as two weeks between 70 and 80 per cent double dose.
At 80 per cent double dose vaccination free travel will be allowed through NSW.
Community sport will also be allowed at 80 per cent.
The third stage of reopening will occur on December 1.

Yesterday, Albury Wodonga Health revealed an Indigo Shire resident had tested positive to COVID.
The health service would not say where in the shire the person resided.
Rubens of Beechworth Hairdressing has identified itself as an exposure site after a client who visited last Wednesday tested positive.
On Saturday, two new cases of COVID were reported in Albury, both close contacts of existing cases.
