The first mayor of the merged council area was returned unopposed with Cr Shaun Whitechurch seeing off a challenge from Cr Gail Law in a secret ballot to remain deputy mayor.
Elections were required due to the mayor and deputy mayor terms expiring this month to coincide with council elections before the major COVID-19 outbreak in NSW postponed them until December 4.
Post the elections, Federation Council will meet in December to elect a mayor and deputy mayor to avoid heading into the Christmas-New Year period without them.
Albury mayor Kevin Mack is not contesting the December election, but Cr Bourke has indicated he will be seeking another term.
