The Victorian government anticipates they will be able to relax border restrictions with NSW next week.
"Over the next few days, certainly next week, we will have more to say about the status of the NSW-Victorian border," he said.
"We think we will be able to relax many of the restrictions, many of the requirements that people returning from NSW have had to deal with."
He did not say what this would mean for residents in the border bubble.
Mr Andrews said returning Victorians would still need to be fully vaccinated and have a negative COVID test, but the duration of isolation at home might be able to be reduced.

There are 10,944 active cases in Victoria.
Three Victorians with COVID died in the 24 hours to midnight.
Victorian Premier Daniel Andrews said 50.2 per cent of the Victorian population aged over 16 have had two doses of a COVID vaccine.
All authorised works - in Melbourne and regional Victoria - are required to have their first COVID dose by October 15. They must be fully vaccinated by November 26.

Victoria has recorded 1143 new cases of COVID and three deaths in the 24 hour to midnight yesterday.
32,935 vaccines were administered and 62,883 tests received during that time.
Yesterday Victorian recorded 1438 cases of COVID.

On Thursday Victoria recorded a huge spike in COVID-19 cases, with its total of 1438 more than 500 greater than the NSW daily figure (941).
"I think the worse is still to come for Victoria," he said.
"Our members are struggling, there is no support like they are getting on the NSW-Queensland border, we've got different rules across the river."
"The pathway through this pandemic is getting to those vaccination targets," Mr Merlino said.
"But for our border towns, who are in reality one community, by virtue of having a different speed if you like in terms of how quickly we can to the 70 and 80 per cent, means for a short period of time you do have that imbalance.
Three more people in Wodonga tested positive to COVID-19 and the Indigo Shire case reported over the weekend has been reclassified as a false positive.
Albury Wodonga Health chief executive officer Michael Kalimnios said the three new Wodonga cases had been isolating at home.
