In a major boost for the Eagles, the 32-year-old top-order batter will be able to head to the border after initial fears lockdown would scupper the move.
Cooke has won multiple premierships with ACT powerhouse Western District and University of Canberra Cricket Club.
"It looks like it's all opening up and he's just come on board," Belvoir captain Drew Cameron confirmed.

"It's huge for our club. In my head, he's another Matt Jaensch, that calibre.
"He captained a Canberra side for the last five years, he's in the right age bracket, he's got the experience and he's looking forward to the challenge of a new competition and being a coach alongside Robbie Mackinlay.
"From that point of view, the off-season for us has been great."
Fast bowler Jaensch, who inspired Belvoir to its maiden Provincial premiership in 2015/16, has rejoined the Eagles from Barooga.
