COVID Commander Jeroen Weimar said there has been significant growth in a number of regional areas including Geelong, Shepparton and Latrobe.
He said there were 170 additional cases across regional Victoria, an increase of a third on yesterday's numbers.
Acting Chief Health Officer Ben Cowie said the department believes there is undetected transmission occurring in Victoria which is 'just coming to the surface'.
He said as much as everyone wants this to be over, it's not over and there isn't a high enough level of vaccination for it to be over.
"Vaccination is our way out of this," he said.
PREVIOUSLY
Victoria has recorded 2297 new cases of COVID and 11 deaths.
Yesterday the state recorded 1571 new cases and 13 deaths.
A Wangaratta resident tested positive to COVID.
Four Wangaratta venues and one Glenrowan clinic were listed as exposure sites.
IN OTHER NEWS:
It is not known if the Albury exposure site is linked to the Wangaratta case.
Two new cases were recorded in Edward River.
One case was a household contact of an existing case, while the second is linked to the Edward River cluster but is under investigation.
