However Sydney-siders will not be allowed to travel to regional areas until November 1.
Mr Perrottet said quarantine will be a thing of the past, instead people travelling into Australia will need to test negative and be double vaccinated from November 1.
A total of 400 cases were recorded in the 24 hours to 8pm on Thursday, with 399 local infections added to the state's total.
Four people died in that period with the virus.
677 people are in hospital and 145 are in intensive care around the state.

Six cases of COVID were recorded in the Southern Riverina on Thursday, four in Albury, one in Greater Hume and one in Edward River.
Victoria has recorded 2179 new case of COVID and six deaths.
Yesterday, four new cases were recorded in the North East, three in Wangaratta and one in Wodonga.
