Jones stormed to the front early in the count and was never seriously threatened from that point.
He beat Hayden Edwards who is a dual best and fairest winner at Urana Road.
Adding further merit to the win, it was Jones' first year of senior football after previously playing juniors for Albury.
The 19-year-old slotted into the Magpies' midfield and proved to be a shining light after the club endured a winless season.
Coach Brett Argus said Jones had a bright future ahead.
"Spencer started the season as an 18-year-old so to win a best and fairest at such a young age is an awesome effort," he said.
"He slotted straight into the midfield and knows how to find the footy.
"Quite often he would get tagged which just shows you how highly he is regarded by the opposition."

Edwards enjoyed another ultra-consistent season in the Magpies' midfield.
"I don't think Hayden knows how to play a bad game," Argus said.
"Every week he is in our best players and he went close to winning a third best and fairest.
"His second half of the year was particularly strong before he copped an injury late in the season and was forced to miss a few matches."
Reilly Mitchell won most consistent player while Blake Ryan was the most determined.
Brad Fitzgerald was triumphant in the reserves best and fairest from Shane Butler.
