Neil replaces Adam Mudra, who stepped down at the end of the season after five years in charge.
Neil coached Federal to the flag in 2016 and helped transform Dederang-Mt Beauty into a competitive Tallangatta league outfit during his two years at the helm of the Bombers.
The Hawks announced his appointment in a statement on Wednesday night.
"Jack comes to Kiewa with experience as a senior coach; coaching a premiership in the Upper Murray league before he was named TDFL Coach of the Year in 2018," it read.

"Jack is a family man and will be a terrific asset for our club both on and off the field.
"We look forward to him continuing to develop our list and believe he can lead the senior squad to an opportunity for success in 2022.
"We would also like to welcome Jack's wife, Shannon, and their two daughters, Lily and Isla.
"Shannon is returning to the club with many years as a Kiewa netballer."
