Mannagh polled 36 votes to finish behind Matt Hanson on 44 who became the first player to claim the honour four times.
Hudson Garoni who joined the Tigers from Wodonga finished fourth with 32 votes.
North Albury's Dom Brew also finished in the top ten.
Mannagh played as a forward-mid this season and attributed having more clarity about his role to his stellar form.

"I rate this my best season form-wise that I've had in the VFL," Mannagh said.
"I think I had more clarity around my role and what the team needed which makes it a lot easier.
"Hudson had a great year and finished second in the goalkicking and got most improved which was sensational for him.
"Dom is ultra-consistent and got most courageous at the club and the players player award."
