The court made the ruling against the developers who proposed 306 lots being created in 13 stages with initial plans for 355 lots in Cemetery and Redlands roads lodged in the original application with Federation Council in August last year.

It has been met with strong community opposition from the outset.

The court found in favour of council and its general manager Adrian Butler publicly thanked councillors, staff, legal and expert witness team and the community representatives who spoke against the proposal.

A further update report will be provided to council's extraordinary meeting on Tuesday.

Counciilors recently rejected an offer to enter into a voluntary planning agreement with the applicant on the basis of potential exposure to much greater costs beyond the $2.8 million put forward for infrastructure works including upgrades to the Corowa sewerage treatment plant.

The Corowa Community Action Group was formed in opposition to the proposal.

"Congratulations to everyone who submitted an objection," a Facebook post said.

"It has been a long journey to this point but we've achieved a great result as a community.

"Now that this matter has been resolved let's work towards having stronger guidelines put in place for the type of development we want to see.

"With NSW local government elections on the horizon be sure your vote is used to see a professional, dynamic and community focused group of councillors elected who will act on creating better planning outcomes for all."

The council agenda for Tuesday's meeting addresses the financial implications of the matter.

"The full cost of the proceedings is unknown," the agenda states.

."The town planning legal budget allocation will be utilised for the proceedings with a budgetary updated to be provided to a future meeting of council once the determination has been received in full."
