Andrew Boyd Barber has flagged the proposals as part of his pitch to be elected to Albury Council next month.
The urban designer would like a tram to run from Thurgoona through Albury, potentially along the old Hume Highway route, to White Box Rise in Wodonga.
"A cross-border tram would be a significant investment but is the kind of project that I expected to see in the Regional Deal or 2050 plan," Mr Barber said.

Mr Barber said a tram would lower emissions and offered "psychological certainty" with its tracks when compared to buses.
The 31 year-old also wants a merged city, an idea proposed in 2001 by NSW and Victorian premiers before being rejected.
Mr Barber said COVID highlighted the problems of the border and that Albury-Wodonga was already one community and having one city could bolster governance.
In the short term he would like a master plan done to highlight land uses and needs in both cities.
"I keep seeing big decisions made without wider context and not being perfect," Mr Barber said, citing the Lavington Sportsground upgrade which was good but suffered because of its distance from hotels and lack of bus links.
He added: "It should not take three buses, two tickets and nearly two hours to get from Thurgoona to Birallee which has the only public indoor pool in Albury-Wodonga."
Meanwhile, the Thurgoona Community Action Group will host a forum on Thursday night for election candidates.
Organiser Jonathon Howard said the event sprung from concerns that the suburb was not benefitting from investment in infrastructure and open spaces.
