EARLY voting opens on Monday for NSW council elections that have been delayed since September last year because of COVID-19.

In Albury, polling stations will operate at the former tax office in Smollett Street and Lavington's Mirambeena centre.
They will run from 9am to 5pm weekdays in the lead-up to election day on December 4.

Greater Hume voters can also lodge a ballot at the Smollett Street premises.
Jindera, Henty and Culcairn will also have pre-polling sites as do Corowa and Tocumwal for their councils.
Unlike previous years, there is no requirement to have a reason for voting prior to election day.
That necessity has been dropped because the NSW Electoral Commission is keen to spread out voting as much possible to avoid crowds amid the COVID climate.
The virus has also meant candidates are no longer allowed to distribute how-to-vote material near polling site entrances.
