INDIGO councillor Bernard Gaffney has been predicted to return as mayor of the shire on Tuesday night.

Cr Goldsworthy said on Monday he anticipated Cr Gaffney would by vying for mayor at tonight's meeting and he believed his fellow Beechworth resident had the numbers to win.
"I haven't been canvassing anyone," Cr Goldsworthy said.
"It doesn't worry me that much, as I've got plenty of my plate."
Cr O'Connor said that she planned to put forward Cr Goldsworthy to be mayor and held some hope he could still secure the job.
"Whoever knows on the night?" Cr O'Connor said.
"I'm going to still nominate Larry and I'm hoping on the night that councillors will vote according to my nomination.
"Anything can happen in the chamber - people make up their minds, people change their minds."
Cr Gaffney was not expansive when asked about his plans and expectations on Monday.
He said he had been approached to run for mayor, but added whether he participated in a contest depended on who else stood.
Cr Gaffney said he had not been canvassing numbers.
Also on Tuesday night, the Rural City of Wangaratta will decide its mayor for the next year.

Incumbent Dean Rees will seek to remain in the role and anticipates the mayoral vote will be uncontested.
"I feel I've got a lot more to offer to the community to make sure our council is at the top of its game," he said.
It would be a fourth consecutive term for Cr Rees, who plans to retire at the next municipal election in 2024.
He is keen to see two major housing projects in Wangaratta emerge in the next year.
One has 43 units in Templeton Street for Uniting Care and the other is multi-storey near the train station.
