The teenagers presented themselves to police on Friday and Saturday following two fires at the toilet block off Ford Street.

The fires occurred about a week apart from each other, with the most recent one detected last Monday.

Police are compiling a brief of evidence over the matters, and the boy and girl have been released pending further enquiries.

Officers continue to investigate a series of grass and scrub fires in the town.

Scrub fires were detected on Old Chiltern Road on October 31 and November 7.

A fire was detected near a fence on Old Chiltern Road and Beechworth Chiltern Road on Tuesday morning last week.

Police believe the fire was lit the previous night.

Another smouldering fire was found nearby the same afternoon.

The fires have occurred following extensive recent rainfall, but there are concerns such behaviour could cause serious problems in drier weather.

Police have launched the statewide Operation Safeguard targeting deliberate and reckless fires.

There is a decreased risk of bushfires forecast given the wet weather, but concerns remain for grass and scrub fires.

Assistant Commissioner Michael Grainger urged members of the public to be vigilant.

"Now is not the time to be complacent - summer in Victoria means the risk of fire is imminent," he said.

"In hot, dry and windy conditions, fires can start quickly, are fast-moving and can have devastating impacts.

"While we do have people deliberately lighting fires in the community, what is of concern is the number of recklessly lit fires in recent years.

"We will be targeting those people who engage in careless behaviour, such as burning off without a permit, not putting out a campfire properly or using tools or machinery during fire restrictions."

Assistant Commissioner Grainger said such incidents can cause death and serious injury.

"Victoria Police takes any bushfire that is deliberately or recklessly lit seriously," he said.

"Police will investigate and take action to catch those responsible when a fire is deemed suspicious, whether it was deliberate or a reckless action."
