Bouffler has served as vice-president under I'Anson for the past three years.
The announcement was made at the league's AGM on Wednesday night.
Phil Takle and Peter Morris were appointed vice-presidents after previously serving as board members.
Paul Beesley resigned from the board with his replacement yet to be filled.
Bouffler said he was looking forward to the challenge of being president.

"Nothing much will change and Brendan and I are fairly philosophical and have similar ideas," Bouffler said.
"Our main goal will be to get in a full season including finals after the sheer disappointment of the past two seasons.
"There will be a bit of toing and froing along the way as you would expect.
"But two years without finals has been hard to handle for everybody involved with the league."
