The 71 year-old is one of four vying for three places in A ward which covers the Lockhart township.
Mr Mathews moved from Melbourne to Lockhart in 1989 with wife Geraldine, who grew up at Urana.
They bought the local supermarket and have since acquired IGA groceries at East Albury, Jindera and Springdale Heights.
Having been involved with the Lockhart progress association, the town verandah festival and local football club, Mr Mathews sees being a councillor as a logical sequel.
IN OTHER NEWS:
"There's no fairy godmothers that are going to come along and build a factory in your main street," he said.
"You've got to work to your strengths and our strengths are tourism and sport."
Mr Mathews said he supported a Tim Fischer Way tourism route from the former deputy prime minister's old Boree Creek farm to Lockhart and wanted more promotion of the Galore Hill Scenic Reserve.
Mayor Roger Schirmer and Max Day are retiring from A ward, with the other incumbent Andrew Rockliff recontesting.
Those joining Mr Mathews as challengers are fourth generation farmer and former Albury and Wagga business owner Deb Bender and Cr Day's wife Frances, who like her husband has received an OAM for service to Lockhart.
Mr Mathews said if he was successful he had no plans to become mayor of Lockhart.
He believes the current deputy mayor Greg Verdon should inherit that role from Cr Schirmer.
