A FORMER councillor, who quit due to personality clashes, has won a countback to return to Moira Shire a decade after she resigned.

Judy Heather on Tuesday topped a recount run by the Victorian Electoral Commission to replace Kevin Bourke who resigned last month.
She now hopes to attend Wednesday night's final council meeting for the year at Cobram, pending a declaration and induction that afternoon.
Yarrawonga-domiciled Ms Heather left Moira in 2011 after being elected in 2008.

She had differences with other councillors and said at the time "I felt I could no longer fulfil the role I was supposed to play".
On Tuesday Ms Heather said: "I'm so pumped to do it this time and perhaps a lot more experienced and more learned."
She wants to explore why there is community dissatisfaction with the council.
