In NSW, Premier Dominic Perrottet announced masks would be mandatory across the state in indoor settings.
The state also reintroduced the use of QR code check-ins and will reintroduce the one per two square metre density rule from December 27 to January 27.
Chair of Albury Business Connect Barry Young said businesses would welcome anything which might help avoid a full lockdown, but the reintroduction of density limits would hit hospitality businesses hard over the New Year period.
"It's a bit of a step back particularly for hospitality with density limits - it's not ideal at this time of year," he said.
"It makes it a bit more difficult for them to plan effectively their numbers, it's difficult to manage especially for bigger venues... it's just another thing they have to do."

Acting Victorian premier James Merlino said masks would be mandatory for everyone aged eight and above in all indoor setting, except in private homes, from 11.59pm on Thursday.
Business Wodonga's Graham Jenkins said North East businesses would adapt to the sudden change.
"In order to remain open I think it's a great thing that we can have masks and not lockdowns," he said.
"Wearing masks is common sense in the current climate when you're in a crowded environment."
However, he said he was concerned staff could receive abuse if they tried to enforce the rule.
