The side made the same score as a day earlier, 140, but were much more disciplined with the ball to rip through CAW Country for 91.
James Benton (48) and Jack Torney (42) set the tone with a 75-run stand for the third wicket.
Sam Williams toiled hard for CAW Country with 46, but wickets constantly fell at the other end.
Wangaratta Blue coach Wayne Cooper said it was a much improved performance from the entire side in round two.
"The boys were much better today. They bowled a lot of wides on Sunday but today was a big improvement," Cooper said.
"Obviously James Benton and Jack Torney batted really well, but it was the efforts from the kids who aren't necessarily the stars of the team.
"Ben McMasters bowled really well, Kade Sullivan and Liam McManus also chipped in with wickets.
"As we spoke about as a team, everyone is really happy we're able to play cricket at the moment with the COVID situation, so our focus today was to enjoy being together as a team."
Cooper paid tribute to all Wangaratta and District clubs to help get the teams together and praised the work of the curators for preparing excellent wickets.
In other under-13s games, Wangaratta Gold (6-153) was too strong for Wagga (9-128), while CAW (7-245) piled on a massive score to defeat CAW Hume Strikers (142).
