Holbrook police found the drug stash in the boot of a white Toyota Aurion during a random breath test on the Hume Highway at Little Billabong about 10.45am.
The cannabis weighed about 15 kilograms, worth about $100,000.
The driver, a 50-year-old from the ACT, is speaking to police at Albury, as well as her front-seat male passenger, 33, and a third passenger who was found lying on the back seat without using a seatbelt.
