Three people, two men and one woman, were in a rotunda in a park off Punt Road in Cobram this morning.
A police spokeswoman says one of the men had an argument with a man who was walking past.
She said the man got in a small red car and drove towards the Murray Valley Highway. She said he turned around and drove into the park and hit the rotunda.
She said a man and a woman were taken to hospital with serious injury and another man had minor injuries.
Police are appealing for anyone who saw a car matching the description. The driver is described as Caucasian, aged in his 30s with dark facial hair.
It's unknown whether the driver knew the three in the rotunda.
