The Holden Astra driver was travelling north in the right-hand lane on the Lincoln Causeway when she went to turn at the traffic lights on Gateway Island and struck a southbound Subaru, also driven by a female probationary licence holder.
Sen-Constable Simone Jarrott, of Wodonga, said the Astra driver had been given a $253 fine for failing to give way and three demerit points.
She said the woman had said she was new to the area and unfamiliar with the roads.
Commuter James Waite was driving north when he saw the crash and helped to move traffic around the site. He said the Astra driver had tried to do a U-turn at the lights.
