Wangaratta highway patrol acting Sgt Steve Williams said the NSW man, 41, had been pulled over on the Hume Freeway at Wangaratta on Friday at 6pm.
Police allegedly found cannabis in his cabin and that his driving hours had not been entered into his logbook.
Sgt Williams said logbook offences attracted steep fines.
“It’s all about fatigue management,” he said.
“It’s important to make sure they’re not driving excessive hours and being in danger of running off the road,” he said.
Sgt Williams said the driver’s licence was already suspended in NSW.
He said the driver, who did not test positive to drugs in his system, would be summonsed to appear in a Magistrates Court at a later yet to be determined.
