It happened in the smoking area at the Albion Hotel with licensee Allan Francis Ogilvie present to witness some of what took place.
He was there when two men and the woman, 30, had intercourse and no attempt was made by Ogilvie to stop them.
Most of the sexual antics by the woman were captured on closed circuit footage, which was later obtained by detectives from Deniliquin after a complaint was made about what took place.
The early morning debauchery happened on April 12 and police were alerted 16 days later.
Ogilvie, 65, of Murray Street, Finley, pleaded guilty in Albury Local Court yesterday to seven charges including supply ing alcohol to an intoxicated person, allowing someone intoxicated to remain in the hotel, permitting indecency on the premises and supplying alcohol not in accordance with authority.
Magistrate Tony Murray described what took place as “disgusting behaviour” and ordered a pre-sentence report on Ogilvie with sentencing adjourned until next month.
Mr Murray said he was amazed Ogilvie had managed to retain his licence, but solicitor Mark Cronin said negotiations were continuing with authorities.
It is likely Ogilvie will step down as manager with someone younger taking over.
The hotel in Murray Street has a licence allowing trading from 5am to 2am.
The closed circuit footage revealed the woman lifted her top and exposed her breasts about 2am in the smoking area when Ogilvie and five other men were present.
One of the men took photographs.
Two of the men began fondling the woman’s breasts and one man put his face up against them, but Ogilvie was not present at that time.
It was about 2.15am when the woman removed all her clothing and one man was involved in a sex act with her.
Ogilvie was in the main bar at that time, but the other men watched what was happening.
Ogilvie returned to the smoking area to inspect the cameras and three men were involved in sex acts with the woman.
The woman, after being involved in intercourse with two men, walked into the bar area naked.
The footage showed she was intoxicated, swayed form side to side, was unsteady on her feet and falling into walls.
Ogilvie traded past his 2am closing time that night and committed the same offence seven days later.
Detectives identified four of the men in the smoking area from the footage.
Mr Murray said some of the charges carried jail terms.
He said it was highly inappropriate behaviour, but he would have something to say in greater detail when Ogilvie returned for sentencing.
