As NSW counts down to a March state election, Mr Aplin says the funding is not an election promise because work on the upgrades had already started.
However, he has admitted they would only go ahead if the Baird government is re-elected.
The health department will now take its planning to the community, including health service workers and patients for consultation that begins next month.
Mr Aplin says they will be asked to offer their opinions on the improvements needed, but early planning has indicated the health services will have more beds and more staff will be needed.
In the case of the Culcairn hospital, which was built in 1910 and has since had two extensions either side of the original building, the redevelopment is the opportunity to create a purpose-built facility that will meet the town’s needs in the 21st century.
Construction is expected to begin next year and no doubt those living in all three communities will take up the chance to have their say.
