In a major coup, father and son Ken and Scott Widdison have switched from rivals Corowa Services.
Max Scanlan and Bill Davison have also come on board from Services.
Matt Muller has joined Civic from Wangaratta.
Dylan Cuthbert has crossed from Wodonga after playing a handful of matches for the Bulldogs last season.
“We finished sixth last season so hopefully we can improve a fair bit on that,” Civic spokesman Col Hendren said.
“The new players should help strengthen us up.
“It should have a good flow on effect through all the grades.
“Everyone is looking forward to the pennant starting this weekend.”
Wodonga has retained its premiership side with the exception of Jason King who has moved to Queensland.
“We only really have the one change,” skip Ashley Bates said.
“Jason King has moved on and he will be a loss but it will be a very similar side.”
Wodonga has won seven successive premierships and will start short-priced favourites to continue its golden run.
Although both sides were well below full strength, the Bulldogs defeated the Albury and District representative side in a practice game recently.
In other major changes over the summer, Tim Cromie has crossed from Benalla to Yarrawonga to coach.
Corowa Civic face a huge first-up test against Wodonga in Saturday’s opening round at Corowa Civic from 12pm.
The venue has been switched and the game brought forward to cater for a wedding.
In other matches, Benalla meet Myrtleford, YMGCR do battle with Corowa Services and Wangaratta play Yarrawonga.
Meanwhile, the Ovens and Murray has named its side to take on Albury and District at Howlong next weekend.
Bates, Peter McLarty, Cromie, Les Spencer, Maurie Braden and Ian Brimblecombe will skip.
