Parks Victoria chief executive Bradley Fauteux said nine parks were created in 2010 to protect the health of the Murray River and river red gum forests.
Mr Fauteux said the management plan would guide the protection of these forests, wetlands and cultural sites.
He said the plan would also look into tourism and recreation, so community feedback was vital.
