The former Sydney rugby league star and Albury-based lawyer will replace councillors from Corowa and Urana shires for the next 17 months following the merger of the two councils.
“My job is to do what the mayor and councillors were doing,” he said.
“But initially there will be a whole lot of transitional work to be done with the staff and community.
“We've got to make sure what the new council does is what the people want done.
“I also want people to get involved and wanting to contest the election.”
Mr Eden was appointed by the NSW Government to oversee the community consultation around the merger proposals which included the dumped three-way union of Corowa, Urana and Lockhart.
He is also being touted as a future member for Albury.
