The move takes the council’s voluntary redundancies to a total of 16 in the past month, which will save $1.5 million per year.
The council also backflipped on an idea to scrap all aged care and disability services, choosing to just cut the programs offered to neighbouring councils such as Wodonga.
More jobs were expected to go as the service was scaled back.
Chief executive Brendan McGrath said the restructure meant new positions, including management, would be advertised in the coming weeks.
“Several new positions have been created, targeted at delivering the services our community values and reflect the advancements we’ve made through better use of technology, like tablets and smartphones,” he said.
“Local government is constantly changing and like any good business, we need to review our operations, ensuring we are making best use of our income, of which a large portion comes from residents.”
