Only two months after Maher was taken off the list by the league's board of management when he replaced Corey Lambert as coach, clubs have acted on concerns over Lambert's ongoing involvement.
Rival clubs believe Lambert is still heavily involved in coaching at Urana Road Oval.
The decision has left the Magpies with 23 points - three over their allocation - and in a situation where they must drop a player or players to the reserves to fall under the cap.
Coaches are exempt from points in the league.
Murray Magpies president Ted Miller and Hume league president Merv Wegener declined to comment.
With Brocklesby-Burrumbuttock on top of the ladder, the Magpies and Jindera are locked in a battle for second spot and will clash at Urana Road Oval on Saturday.
