“People are just doing it hard out there and protecting their income,” he said.
“We might be doing alright compared to outlying areas.”
Small to medium business confidence is lower in regional Victoria than in Melbourne, according to the latest Sensis Business Index survey.
Overall confidence is at its highest since 2011 but the gap between city and country businesses grew.
Mr Gleeson said it was unsurprising Melbourne was faring better due to its bigger population.
In metropolitan areas, small to medium businesses regarded the federal government’s policies for small businesses more positively than their regional counterparts. But for this quarter, expectations were positive in regional locations.
