Raven finished with four goals, but was outdone at the opposite end by King Valley forward Brendan Sessions, who finished with five.
The Roos, who will play finals after finishing sixth, proved to be stubborn opposition for the Bulldogs.
A one-goal margin at quarter time was as big as the margin between the two sides would get, with the Roos getting the better of an arm wrestle.
It was a costly loss for Tarrawingee, with second place going begging thanks to Glenrowan's superior percentage.
Elsewhere, Glenrowan defeated Bright, Goorambat thumped Greta, Bonnie Doon trumped Milawa to claim the minor premiership, Moyhu toppled Benalla All Blacks and Whorouly thumped North Wangaratta.
