The council considered an interim organisation structure in the post merger era at its latest meeting held at Urana on Tuesday.
Mr Eden said he hoped to have the permanent organisation structure settled by Christmas, but admitted Urana residents wanted a director based in the town.
Former Urana Shire general manager Adrian Butler is the new council’s planning and environment director and Kim Parker, also formerly part of the Urana Shire, is the finance director of the new entity.
They are both based at Corowa.
“I don’t think it is a productive use of resources at this stage,” Mr Eden said.
“I’m happy to listen, but a final decision will hopefully be made by Christmas.”
Nigel Sutton and Kristy Kay from Corowa are the engineering director and corporate and community director respectively.
