The 30-year-old told police he was walking east along Urana Road, near Breen Street, about 3pm Wednesday.
He said the offender came from the passenger side of a white Ford hatchback.
Albury Detective Chief Inspector David Cottee said police took the report seriously, but were investigating the veracity of the claims.
“The victim said there was no conversation, but that the shooter walked up with a rod beside him,” he said.
“Next minute he felt pain in his foot and thought he had been shot … the only description was the gun looked like a rod.”
Inspector Cottee said the man “hobbled” home to another part of Lavington. His foot became infected and he went to hospital after complaints from his partner.
Detectives combed the area for evidence, but could not establish a crime scene.
CCTV footage from nearby businesses will be inspected.
“The man was supposed to stay in hospital for a week, but he discharged himself yesterday,” Inspector Cottee said.
“There were small metal fragments in the foot, they weren't consistent with a bullet.
“We believe there are some things which may not have been disclosed to us.”
Inquiries are continuing to identify the driver and passenger of this vehicle.
He is described as being of medium build, aged between 35 to 40, with olive complexion and approximately 180-190cm tall.
Police were told he was last seen wearing a white singlet, black tracksuit pants and a black NY flat cap.
